Scope: The City of Carson (“City”) is seeking bids from qualified bidders to provide 288-count and 96-count single-mode fiber cable. The purpose of this Invitation for Bids (“IFB”) is to obtain competitive bids from firms capable of meeting the City’s specified requirements, including the required products, services, specifications, quantities, and delivery requirements.
This solicitation is a re-bid of IFB No. 26-21 and includes revisions to the City’s requirements. The City will consider alternate manufacturers and/or products that meet or exceed the City’s applicable technical specifications, performance requirements, quality standards, and other requirements of this IFB. Bidders proposing alternates shall clearly identify the manufacturer, product name, model or part number, and provide sufficient information for the City to evaluate the proposed alternate.
The City will evaluate bids based on responsiveness to the IFB requirements, compliance with the specifications, bidder responsibility, and pricing. Award will be made to the lowest responsive and responsible bidder meeting all solicitation requirements.
This solicitation may result in a single award or multiple awards by individual line item, at the sole discretion of the City, based on responsiveness and responsibility of the bidders and the price(s) offered. Awards may be made to the lowest responsive and responsible bidder for each or partial line item(s) or, at the City's discretion, to the lowest responsive and responsible bidder for the full award amount, consistent with the requirements of this IFB. The City reserves the right to accept or reject proposed alternates and to reject any or all bids, as permitted by applicable law and the City's procurement requirements.
Notes: Award Any award resulting from this solicitation is expressly contingent upon the successful execution of the City’s Purchase Agreement. For purchases of materials exceeding $75,000, the successful bidder must agree to and execute the City’s template Purchase Agreement without material deviation. Any bidder that is unable or unwilling to accept and comply with the terms and conditions of the City’s template Purchase Agreement shall be deemed nonresponsive, and its bid may be rejected.
Bid Protest Procedures Bid protests shall be submitted and processed in accordance with the City Municipal Code. Protests may only be filed by an interested party (actual bidder or offeror) and must be submitted in writing to the City Clerk within the applicable protest period, including all required information and supporting documentation. Protests regarding solicitation documents must be submitted within five (5) business days of the issuance or amendment of the solicitation and prior to the bid submission deadline. All other protests must be submitted within five (5) business days following issuance of the notice of intent to award. Any award under $75,000 shall not require the procedures set forth in CMC 2610.
Submission Terms and Conditions General Submission Requirements This Invitation for Bid (IFB) does not obligate the City of Carson to award a contract or reimburse any costs incurred in the preparation or submission of a bid. All submitted responses become the property of the City and, following award or other final action, may be subject to disclosure as public records under the California Public Records Act, except for information exempt from disclosure by law.
Any revisions or clarifications to this IFB will be issued only through a formal addendum posted in PlanetBids. Unless otherwise specified, all required documents must be submitted in PDF format. Bidders are responsible for ensuring that all submission materials are complete, legible, properly uploaded, and successfully received before the submission deadline. Incomplete, missing, corrupted, unreadable, or inaccessible submissions may be deemed non-responsive.
Bidders are solely responsible for contacting PlanetBids at (818) 992-1771 for assistance with technical issues related to electronic submission. All questions and requests for clarification must be submitted through the Q&A tab in PlanetBids by the deadline identified in the IFB. Information obtained from sources other than PlanetBids shall be considered unofficial and non-binding.
Late Submissions and Bid Withdrawal Electronic bids must be submitted through PlanetBids prior to the stated submission deadline. The PlanetBids system will automatically close at the designated date and time and will not accept late submissions. No exceptions will be granted. Upon successful submission, bidders will receive a system-generated confirmation number and timestamp. Only bids with a confirmed electronic submission will be accepted.
Electronic bids will remain sealed and inaccessible to the City until the official bid closing date and time. To withdraw a bid prior to the submission deadline, bidders must access the PlanetBids portal and select the “Withdraw” option.
