Single Quadrupole Mass Spectrometer for Ion Chromatograph with Optional Ion Chromatograph

The U.S. Food and Drug Administration’s Human Foods Program is seeking a benchtop single quadrupole mass spectrometer system compatible with its existing Thermo Scientific ICS-5000+ ion chromatograph to enhance food additive analysis capabilities. The requirement includes delivery, installation, training, and a one-year warranty beginning upon government acceptance, with all work to be completed within 60 calendar days of contract award. The system must achieve unit mass resolution across a 10–1250 m/z range, support polarity switching in under 25 milliseconds, provide a dynamic range of at least 10^7, and integrate seamlessly with Chromeleon 7 CDS software, ensuring stable electrospray across 10 μL/min to 2 mL/min and compatibility with fully aqueous and organic mobile phases. An optional set of CLINs allows for procurement of a replacement ICS-6000 ion chromatograph if needed. The contract will be awarded on a Firm-Fixed-Price basis using a Lowest Price Technically Acceptable evaluation method, where technical acceptability and acceptable past performance are screened pass/fail, and the lowest-priced compliant offeror wins. All submissions must include a completed technical quotation, pricing for base and optional CLINs, a delivery timeline, warranty details, past performance documentation, and a valid Unique Entity Identifier.
