The 2nd Special Operations Squadron (2SOS) requires the continued use of a 3 wide trailer measuring 36 feet by 60 feet from October 1, 2012, through September 30, 2013. Due to operational needs and space constraints at Nellis Air Force Base, where the current trailer is housed in a secure but limited area that does not permit the introduction of a second trailer before the existing one is removed, the squadron cannot afford any operational downtime that would result from replacing the unit. Consequently, the 99th Contracting Squadron plans to issue a single source purchase order to Sustainable Modular Management, Inc., who currently holds the contract for this requirement, set to expire on September 30, 2012. This acquisition is being made under the Federal Acquisition Regulation provision allowing solicitation from a single source when only one source is reasonably available. The contracting officer has determined that these circumstances justify bypassing competitive proposals. Sustainable Modular Management, located in Addison, Texas, is the sole provider capable of fulfilling the contract without disrupting mission-critical operations. For any inquiries related to the contract, the designated point of contact is Contract Specialist Mark A. Garrison, reachable by email or phone at Nellis AFB, Nevada.

General Info

2SOS extends 3 wide trailer lease to Sustainable Modular Management, single source, Oct 2012–Sept 2013.

THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a purchase order to a single source under the Federal Acquisition Regulation authority specified at 13.106-1(b) Soliciting from a single source. The 2nd Special Operations Squadron (2SOS) requires the use of a 3 wide trailer, 36 x 60, from 1 October 2012 through 30 September 2013. The 99th Contracting Squadron intends to satisfy this requirement by making a single source award to Sustainable Modular Management, Inc., 15851 Dallas Pkwy, Suite 600, Addison, TX, 75001. Sustainable Modular Management is currently under contract FA4861-10-M-L003 for this requirement. The current contract expires 30 September 2012. The current trailer is located in a secure facility at Nellis AFB, NV 89191 that does not provide enough space to place a second 3 wide trailer at the location prior to removing the current unit. The 2SOS cannot stand down operations without unacceptable mission disruption, to allow for the replacement of the existing trailer. The contracting officer has determined that the circumstances of the contract action deem only one source reasonably available. Any questions regarding this acquisition should be directed to the Contract Specialist, Mr. Mark Garrison at marka.garrison@nellis.af.mil.
