SINGLE SOURCE JUSTIFICATION THERMAL IMAGERS UPGRADE (For Simplified Acquisitions) 1. DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED The Aviano fire department has two K1000 Elite Thermal Imagers that are due for upgrade and servicing. Also the battery packs have stopped holding their charge and need to be refurbished. Additionally, we need to purchase the in vehicle secure charging stations. This is needed to ensure that the thermal imager is secure in the vehicle in the event of a vehicle accident IAW NPFA 1901 Standard on Automotive Fire Apparatus. The FES flight needs to purchase four in cab chargers so that as apparatus assignment change we can still meet the safety standard. 2. JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE In accordance with 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2), Only one responsible source and no other supplies or services will meet agency requirements. ISG is the sole provider for the K1000 Elite ISG Thermal Imagers and their upgrade service, currently required by the Fire Department. No competitors sell the same model or are capable of upgrading this model. Fire Department training and equipment has been tailored to use this model, so seeking another model would disrupt operations and would be more costly for the Government. 3. EFFORTS TO OBTAIN COMPETITION ISG is the sole company that can modify the Fire Department's current imagers to the latest specifications. 4. STEPS TO PRECLUDE FUTURE SINGLE SOURCE AWARDS Other sources for future upgrade requirements will again be searched for. 5. CONTRACTING OFFICER'S DETERMINATION I have determined, in accordance with FAR 13.106-1(b) (1), that the circumstances of this contract action deem only a single source is reasonably available.
