Single Source provider for Swivl proprietary software license

The Florida School for the Deaf and the Blind is proceeding with a single source procurement to acquire a three-year proprietary software license from Swivl, Inc. for the fiscal years 2026 through 2029, with a not-to-exceed budget of $24,600. This action is taken under the authority of Florida statutes and administrative rules governing non-competitive acquisitions, as Swivl, Inc. is identified as the sole provider of the Reflectivity professional development platform, which offers a comprehensive video and reflection lifecycle including classroom video capture with HD audio, free instructor movement within camera view, seamless upload to the Reflectivity platform or LMS integration, streaming, and collaboration tools. No other vendor offers the full suite of capabilities, authorized support for Swivl Reflectivity licenses, Swivl Links for hybrid learning environments, software renewals, virtual or in-person professional development training, setup assistance, or best practice guidance. The contract will be performed in Florida and is governed by the NAICS code 43231512 for license management software, with additional relevance to educational software and teacher resource materials. The procurement is posted as a Notice of Intended Decision to Enter into a Single Source Contract, not as a competitive solicitation, and any potential offerors must submit their information within the fifteen-business-day advertising window, which begins on June 2, 2026, and concludes on June 23, 2026.
