The U.S. Army Corps of Engineers, Transatlantic Middle East District (TAM), is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest and the resources to support requirements for the services listed below. The location of performance is in the Kingdom of Saudi Arabia (KSA), in and around the Jedda region and the period of performance is estimated to be approximately 551 calendar days. The results of this market research will contribute to determining the method of procurement. SCOPE OF REQUIREMENT: Will include, but is not limited to grubbing, clearing, site-prep/earthwork and grading of 955,800 Square Meters (SM) of land, comprised of three(3) unique project sites (listed below) within the same general vicinity, adjacent to, or inside the perimeter of an existing KSA Military Base, to facilitate site preparation for future use. Contractor shall execute Earthwork and Site Preparation of the 955,800 SM in accordance with applicable Unified Facilities Criteria (UFC). Each unique site will be finished with a gravel cap suitable to support containerized storage or similar equipment. The Contractor shall conduct finishing that includes drainage management, leveling, and gravelling of each site. Site 1: 1,800 SM Site 2: 452,000 SM Site 3: 502,000 SM DESCRIPTION OF WORK: The contractor shall perform the following: clear, grub, and prepare the site; remove and dispose of all debris; excavate as required; handle, store, transport, and dispose of all excavated material; all necessary sheeting, shoring, and protection work; prepare subgrades; backfill; construction of fills, embankments and berms; surfacing, leveling and grading to ensure proper storm water drainage; construction of gravel access roads; covering site with gravel to prevent dust; install security fencing, and other appurtenant work. The Contractor shall incorporate the applicable requirements of this section to the specific project. The Contractor will be responsible for and provide all materials and equipment needed to complete the requirement. GOVERNMENT FURNISHED ITEMS AND SERVICES: None THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. If your organization has the potential capacity to perform these contract services, please complete the attached Capability Statement Questionnaire and return as detailed below in the submission instructions. Additionally, along with the Capability Statement Questionnaire, you may include a tailored capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. The government will evaluate market information to ascertain potential market capacity to: Provide services consistent in scope and scale with those described in this notice and otherwise anticipated Secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements Implement a successful project management plan that includes: Compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation Provide services under a Firm Fixed-Price contract BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards WILL NOT be made.
