Full Description

The Naval Air Warfare Center Aircraft Division (NAWCAD) has a requirement for site surveys to produce assessments of the capability of USMC shore stations to host and support the maintenance, supply support, storage, and operational requirements of VMU squadrons operating the RQ-21A and RQ-7B. The results of the assessments will be documented in Site Evaluation Reports (SERs) or Site Activation Support Plans (SASPs) as applicable. This effort is for the continuation of this study which was previously performed by TSI. NAWCAD intends to negotiate and award a sole source contract to TSI 816 Greenbrier Circle, Suite 208, Chesapeake, VA 23320. TSI has the knowledge of concept of operations of VMU squadrons within the context of the Marine Corps Aviation Plan (AvPlan) and facility support requirements as delineated in the Unified Facilities Criteria (UFC). As such, this is a logical follow-on to contract N00421-08-D-0013. To award to another source would create duplication of cost and schedule delays for another offeror to gain the historical knowledge and expertise required to evaluate, assess, and make recommendations on the feasibility of the potential places to relocate the VMU squadrons operating the RQ-21A and RQ-7B within the required 10 month schedule. As a result, the Government intends to negotiate with TSI on an other than full and open competitive basis to procure these assessments and plans.

Approximately 80 percent of the work will be performed at government sites, including Patuxent River, Maryland; Seattle and Oak Harbor, Washington; and Jacksonville, Florida, with the remaining 20 percent at contractor sites. A significant portion of the workforce must meet Navy Cyber Security Workforce qualifications, with specific certifications such as CCNA Security or CySA required for positions with privileged access.
