JUSTIFICATION FOR SOLICITING FOR A SOLE SOURCE The availability of any other company designing and manufacturing a system needed by AFGSC to accomplish the mandated training for vehicle certification has not been achieved. Without these additional systems, the 341 SFG will not be able to conduct the training required to post to the missile complex which will hamper the safety and security of the resources we are responsible to secure. Assets on hand have been broken and training has fallen behind, without back up systems to trade out, further lapse in certifications will impede the Wing. 3. EFFORTS TO OBTAIN COMPETITION This acquisition will be solicited as a sole source IAW FAR 6.302-1(b)(i), there will be no effort to obtain competition at this time. 4. STEPS TO PRECLUDE FUTURE SOLE SOURCE AWARDS The availability of any other company designing and manufacturing a system needed by AFGSC to accomplish the mandated training for vehicle certification has not been achieved, until this is achieved we will not be able to preclude future sole source awards. 5. CONTRACTING OFFICER'S DETERMINATION I have determined, IAW FAR 13.106-1(b)(2), that the circumstances of this contract action deem only one source (Skidcar Systems) is acceptable. The scope primarily supports Malmstrom Air Force Base, including its Launch Facilities, Missile Alert Facilities, and Weapons Storage Area in Montana. The seed project has a performance period of 242 calendar days from the notice to proceed, with construction beginning after the acceptance of the 65 percent design. Inspection and acceptance will be conducted by the government at the destination sites within Montana.
