AI Contract Overview
The contract solicitation SPE4A7-26-T-572R seeks three aircraft skin components designated by NSN 1560-01-570-5438, with delivery required 115 days after order placement to the DLA Distribution Facility in New Cumberland, Pennsylvania. The items must be manufactured to precise technical specifications including adherence to ASME Y14.5 for dimensioning and tolerances, and the use of SAE AMS-QQ-A-250 and SAE AMS-QQ-A-250/5 in place of QQ-A-250/5. The skin must be furnished without rivet, pilot, fastener holes, or cutouts, with a 0.50 inch excess trim allowance added to all exterior edges. Surface treatment requires chemical conversion coating per MIL-DTL-5541, Class 3, on the exterior and a single coat of MIL-PRF-23377, Type I, Class C2, on the interior in accordance with the finish manufacturer’s instructions. All parts must be permanently marked with the NSN, part number, current design authority code 98748, actual manufacturer’s CAGE code, date of manufacture, and “FOR MILITARY USE ONLY,” excluding Boeing’s CAGE code. A Boeing Rights Guard License Agreement 01 restricts access to technical data, mandating strict data non-disclosure and destruction protocols. Packaging and marking must conform to MIL-STD-129 with data matrix barcodes and DLA Packaging Requirements RP001 for palletization, while hazardous materials follow FED-STD-313 and TQ IP025. Inspection and acceptance occur at origin, with sampling governed by MIL-STD-1916 or ASQ H1331 Table 1 using zero non-conformances for acceptance unless otherwise specified; critical, major, and minor attributes are assigned verification levels VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively. Quality systems must comply with ISO 9001:2015 or equivalent. Transportation must be via U.S.-flagged vessels under DFARS 252.247-7023, and FOB Origin terms apply, placing responsibility for conformity, packaging, and inspection on the contractor until government acceptance.
