Solicitation SPE4A7-27-T-0384 is a fixed-price federal procurement issued by the DLA Weapons Support ASC Supplier Oper AE and AF Div for the acquisition of two aircraft skin components, identified by NSN 1560-01-104-9497. The contract requires delivery to the DLA Distribution Depot at Tinker AFB, Oklahoma, with a need ship date of September 15, 2026, and a final required delivery date of February 16, 2027. A critical technical restriction is the absolute prohibition of additive manufacturing; any offers utilizing this process are ineligible for award. Additionally, the manufacturer's inspection system must comply with ISO 9001:2015 or an equivalent standard, and inspection and acceptance will occur at the point of origin. This procurement involves significant regulatory and security constraints, including strict export controls under ITAR and EAR. Eligible offerors must possess an approved US/Canada Joint Certification Program certification and authorization from the DLA to access export-controlled technical data. The contract also incorporates a Boeing Rights Guard License Agreement, mandating specific data non-disclosure and destruction protocols. Compliance with the Buy American Act, the Berry Amendment, and CMMC Level 2 certification is required. Packaging and marking must adhere to MIL-STD-129 and MIL-STD-130, and all payment requests must be processed electronically through the Wide Area WorkFlow system.
