AI Contract Overview
The DHS ICE skip tracing services contract is a comprehensive IDIQ arrangement designed to support ICE’s enforcement and removal operations by verifying and locating aliens across the United States. The contract, with a maximum ceiling of $180 million and a minimum order of $250, spans an initial two-year period (base plus one option year), with potential extensions up to six months. It mandates the provision of approximately 50,000 cases monthly, utilizing government-furnished data, commercial verification tools, physical observation, and detailed reporting, including photographic evidence. The scope emphasizes high-confidence address verification, investigation of alternative addresses, and timely updates, all performed within strict security and privacy frameworks aligned with DHS and federal standards. The contractual framework incorporates a robust set of FAR and HSAR clauses governing security, data handling, labor standards, and procurement procedures, with key clauses on ethics, cybersecurity, and confidentiality. The evaluation process for award prioritizes prior experience and technical approach over price, employing a best value tradeoff methodology with adjectival confidence ratings. Offerors must submit multiple stand-alone proposal files—covering technical, experience, certifications, and pricing—adhering to specified page limits and formats, with proposals due before the deadline via email. Security clearances, personnel vetting, and compliance with DHS security protocols are critical, and the contract allows flexibility to incorporate additional services as program needs evolve, ensuring a secure, effective, and adaptable skip tracing capability.
