SLCC AAB 101 Office Remodel A&E services RFSQ

The contract is for Architectural and Engineering Services related to the remodeling of the SLCC AAB 101 Office suite in Utah, aiming to transform the space into a collaborative environment accommodating 45 to 50 full-time, part-time, and hybrid staff. The scope includes demolition of existing offices, conference rooms, and storage areas, followed by design and implementation of open office layouts, hot-desking and hoteling areas, breakout rooms, small collaboration spaces, and private consultation areas. Services encompass schematic design, design development, construction documents, code approvals from Building Code Solutions and the State Fire Marshal, construction administration, as-built verification, value engineering participation, fire and water flow analysis, and all associated architectural, mechanical, electrical, structural, civil, and landscape engineering work. The project will utilize a value target design approach, with work beginning immediately after contract award and construction slated to start after February 1, 2027, contingent upon relocation of current users. The contract will be awarded through a Value-Based Selection (VBS) system, evaluating firms on a weighted point system totaling 200 points, with 120 points allocated for Project Management Approach—including scope, budget, schedule, communication, sub-consultant management, and closeout plans—and 80 points for Strength of Team, assessed by firm experience, project-specific team expertise, team member availability, and project manager qualifications. Final fee negotiation will occur with the top-ranked firm after technical evaluation, with no pre-determined contract value. The Basic Services Fee will be distributed across phases: 15% for schematic design, 20% for design development, 40% for construction documents, 5% for bidding, and 20% for construction closeout and warranty. The firm must comply with the DFCM Design Manual and SLCC CAD requirements, maintain required insurance coverage including $500,000 claims-made professional liability for construction budgets under $1.5M, $2M general and products-completed operations liability, $1M automobile liability, and work product coverage for drawings and digital media. Contractors must certify compliance with Utah’s Status Verification System for employee eligibility, affirm no conflict of interest with SLCC, and certify no involvement in a boycott of Israel as required by Utah Statute 63G-27-101.
