This request for proposal is for an indefinite quantity contract to procure turbine sleeves for the T-64 aircraft engine. Classified as a Navy critical safety, configuration control, and critical application item, the procurement is unrestricted and open to all responsible sources, with Berkshire Industries and General Electric identified as potential sources. The contract includes a 12 month ordering period with an option to extend the term for an additional 48 months, featuring estimated annual quantities of 36 units for the base and four subsequent one year option periods. Delivery requirements include a first article testing phase with samples due 200 days after receipt of order and production units due 262 days after testing approval. Because the solicitation contains militarily critical technical data and is subject to export control, offerors must be certified by the Joint Certification Office and provide a valid DD Form 2345 to access documents. Proposals will be evaluated based on price, past performance, and other factors, and the solicitation process incorporates a reverse auction provision.
