Solicitation SPE4A7-27-T-1508 is issued by the Defense Logistics Agency for the procurement of 87 units of Upper Bracket Sleeves (NSN 1560-00-081-0612). The contract is managed under the First Destination Transportation program with FOB Origin terms, specifying a production delivery timeline of 461 days and a need ship date of April 6, 2027. A critical requirement includes the delivery of two units for first article testing within 120 calendar days of the contract award, with a government testing cost of 11,493.00 dollars factored into the price evaluation. Inspection and acceptance will occur at the origin, requiring the manufacturer's inspection system to comply with SAE AS9003 or ISO 9001. The contract mandates strict adherence to technical and quality requirements via the DLA Master List, including CMMC Level 2 certification and the safeguarding of covered defense information. Due to the nature of the technical data, the item is subject to ITAR or EAR export controls, requiring contractors to have approved US/Canada Joint Certification Program certification. Packaging must follow ASTM D3951 and MIL-STD-129, while domestic sourcing is governed by the Buy American Act and the Berry Amendment. All quotes must be submitted through the DIBBS portal, and payment will be processed electronically via the Wide Area WorkFlow system.
