SLING, BEAM TYPE

The Defense Logistics Agency is seeking seven beam-type slings identified by NSN 3940-01-702-1064 under solicitation SPE8EE-26-Q-0417, with a 90-day ADO delivery requirement and a destination delivery point at Tracy, California. The item must conform to technical data package Rev A Gen 1 as specified in basic drawing NR 01365 19009A0130 dated February 19, 2021, and comply with all applicable technical and quality requirements referenced by 'R' or 'I' numbers from the DLA Master List of Technical and Quality Requirements, which supersede ASTM D3951. Mandatory identification marking must follow MIL-STD-130N, and packaging and labeling must adhere to MIL-STD-129, RP001 DLA packaging requirements, and ASTM D3951 where not overridden by DLA standards. The product must not contain intentionally added mercury or mercury-containing compounds except in limited functional applications such as batteries, fluorescent lights, sensors, weapon systems, and reagents specified by NAVSEA, with any portable mercury-containing devices requiring shockproof construction and a secondary containment boundary. Export-controlled technical data associated with this item is subject to ITAR or EAR regulations, and only contractors with approved US/Canada Joint Certification Program certification, completed DOD export control training, a completed DLA questionnaire, and explicit DLA authorization may access or handle such data. The contract includes numerous FAR and DFARS clauses relating to cybersecurity, whistleblower protections, antiterrorism training, safeguarding defense information, payment terms, subcontracting, counterfeit part avoidance, transportation by sea, and termination provisions. All offers must be submitted through SAM-registered entities with current and accurate representations, including compliance with prohibitions on covered telecommunications equipment and foreign satellite services. The solicitation is not a small business set-aside, and evaluation will consider qualifying country end products without regard to Buy American restrictions.
