A base period of 3 years and two separate 1-year option years with a total duration not to exceed 5 years is anticipated. This solicitation is being issued as a full and open requirement after exclusion of sources. This procurement is 100% set-aside for Competitive Women-Owned Small Business Concerns Eligible Under the Women-Owned Small Business Program. This NSN is being procured under the First Destination Transportation (FDT) program, and as a result F.O.B. Origin (Government managed freight) and Inspection/Acceptance at Destination is requested. The AMC/AMSC for this item is 3B. This means this part must be acquired from a manufacturing source(s) specified on a source control or selected item drawing as defined by the current version of DoD-STD-100. Suitable technical data, Government data rights, or manufacturing knowledge are not available to permit acquisition from other sources, nor qualification testing of another part, nor use of a second source part in the intended application. Although, by DoD-STD-100 definition, altered and selected items shall have an adequate technical data package, data review discloses that required data or data rights are not in Government possession and cannot be economically obtained. Based on market research, this item is commercial and the Government is using the policies contained in FAR Subpart 13.5 for this solicitation.
