Small Business Program Feasibility Study

The City of Sacramento Economic Development Department is seeking a qualified consultant to conduct a feasibility study for three potential small business initiatives: a Legacy Business Preservation Program, a Heritage Tourism Program, and a Social Enterprise Incubator Program. The selected consultant will analyze existing models from other jurisdictions to determine their applicability to Sacramento and provide recommendations on the implementation of one or more pilot programs. Key deliverables include a Social Enterprise Incubator Program Feasibility Assessment, a Comparative Feasibility and Prioritization Matrix, and a final feasibility study consisting of administrative and revised drafts, an executive summary, and a comparative recommendation matrix. The project is estimated to span six months, with a budget not to exceed 40,000 dollars. Proposals must be submitted electronically via PlanetBids by December 4, 2026, at 4:00 p.m. PST. The contract will be awarded based on best value, evaluating technical approach, firm experience in public agency feasibility studies, and project team qualifications. Local Business Enterprises (LBE) with a documented presence in Sacramento for at least 12 months are eligible for a 5 percent scoring preference. Selected firms must comply with the City of Sacramento Professional Services Agreement, maintain a valid Business Operations Tax Certificate, and provide required insurance endorsements prior to the award.
