GOVERNMENT POINT OF ENTRY ANNONCEMENT FOR DESIGN AND FABRICATION OF A DIVERS GAS MIXING CONSOLE The Naval Surface Warfare Center Panama City Division (NSWC PCD) has a requirement for the design, fabrication, and testing of a tri-mix capable gas mixing console to replace the current system located at the Navy Experimental Diving Unit (NEDU). NEDU tests and evaluates diving, hyperbaric, and life support systems and procedures to ensure that all Department of Defense (DoD) diving equipment and procedures meet operational requirements. The key requirement for the gas mixing console is to allow for on the fly mixing of up to three gasses simultaneously in an efficient "ready-for-use" condition via gas analyzation vs the current method utilizing a gas partial pressure technique that frequently requires repeated "enriching or reducing" the oxygen content of each mixed gas to correct for precise oxygen percentages. In addition to providing the gas mixing console, the contractor shall provide the validated design, documentation, objective quality evidence, testing, and delivery of a ready to install gas mixing console which can be fixed in the existing mixing console footprint at NEDU. The contractor will be responsible for handling, storage and disposal of any hazardous materials during the performance of this contract. The contractor shall fabricate and deliver one (1) gas mixing console with the following capabilities: Be able to filter, regulate, and precisely mix user specified ratios of respiratory grade mixtures of two to three separate breathing gasses that may consist of combinations of oxygen, helium, nitrogen, or hydrogen. The specific percentages read shall be HeO2 / N2O2 / and tri-mixes of helium, nitrogen, oxygen, or hydrogen combinations within +/-0.5%. Specific percentages and gas flow rates shall be user defined on the console itself. Have a flow range of 4.2 Standard Cubic Feet per minute (SCFM) up to 200 SCFM. Maximum inlet pressure of 3,000 pounds per square inch (PSI). Outlet pressure shall be a minimum of 500 PSI with a maximum of 3000 PSI. Analyzation Type - Mixture precision of each gas under all operating conditions shall be capable of holding within a tolerance +/- 0.5%. All system actuated valves shall utilize low pressure (<120 psi) instrument air for actuation. The maximum percent of the total flow for each gas individually shall be effectively 100%. Mixing method by gas analyzation suitable to task with proportioning valves and common mixer element. Separate meters / analyzers may be required, or equivalent to meet desired outcome range of +/- 0.5% per gas. Initial pilot pressure regulator shall be a hand loaded regulator, downstream regulators may be digitally controlled via instrument air. System must have the ability to manually operate the system with easily accessed valves in order to provide a manual mixing capability for system over ride redundancy. System shall provide a front panel mounted Swagelok QM Series 1/8 bulkhead mounted fitting (part number SS-QM2-B1-200) for allow for mass spectrometer reading of the gas mix during manual operations. Valves or regulators within the system shall sufficiently allow for manual pressure relief to ensure no high pressure pockets can be trapped within any part the system (e.g. while performing maintenance). System shall allow for a bad mix override dump from the accumulator in the event the gas mixture is out of tolerance. System shall provide an E-stop functionality to shut down inlet and outlet gas flow. Control type: PC type or touch screen capable of controlling the operation of the system and its functions and configurations. Screen shall be at least 5 x 7 and should be mounted at or about 5 feet from the ground. Controls shall be on the gas mixing console only. Operator inputs for the control of the unit shall include gas selection, desired mix out, ability to sample for analysis, output pressure, and have the ability to purge the accumulator. All valves, relief valves, control features, regulators, analyzers, and associated equipment will have unique designation placards with labeled directional flow mirrored by the operating instructions. Wireless capability, remote viewing, or remote control of the gas mixing console is not required. Software shall be open source and perform as a stand-alone system that is upgradeable. All read outs shall be digital with the addition of front panel mounted analog gauges for each gas inlet pressure and the final mix pressure. All fittings and valves shall be new 316 stainless steel or brass Swagelok brand fittings. For hand operated valves, Swagelok brand is preferred. All components available in threaded connections other than National Pipe Thread (NPT) shall be used to the maximum extent possible. Monel component parts shall be utilized within the pure oxygen portion of the system. The hydrogen subsystem shall be the highest portion of the enclosure, and the oxygen subsystem shall be the lowest portion of the enclosure. System shall be capable of saving the gas mixes in a K-bottle accumulator which may then be sent directly divers or stored in flasks. The gas mixing console enclosure may not exceed 36 inches x 24 inches x 72 inches in size, shall be completed enclosed, and have a 3 inch vented funnel top to a GG-H2-EC-EXP hydrogen detection sensor. Upon an alarm notice from the GG-H2-EC-EXP hydrogen detection sensor, the system shall automatically shut all gas inlet valves. System shall provide inlet bulkhead connections to which accept NEDUs existing gas lines. Legacy NEDU gas fitting sizes and types will be provided upon award. All wetted gas system components shall be cleaned in accordance with the requirements of MIL-STD-1330 with clean metallic caps covering open ends for shipping. K-bottle accumulator may be cleaned to an appropriate and equivalent industrial standard (e.g. ASTM G93).
