This procurement is a Total Small Business Set-Aside under FAR 19.5 for annual maintenance services on two Eaton UPS systems, specifically the 9355 20KVA and 9PX 11KVA models, located at the Navy Experimental Dive Unit in Panama City Beach, Florida. The contract structure includes a base year running from July 1, 2026, through June 30, 2027, with four option years extending through June 30, 2031, each exercisable at the government’s discretion. All services must be performed exclusively by authorized Eaton Field Service Engineers during standard business hours, Monday through Friday, excluding federal holidays, with 24/7 break-fix support requiring next-day onsite response and full battery replacement including labor, shipping, and disposal. Vendors must submit quotes on company letterhead with full OEM specifications, including clearly broken-out pricing for the base year and each of the four option years, along with their CAGE code and period of performance. Payment terms are NET 30 days, and all invoicing must be processed through Wide Area Workflow (WAWF); if shipping is not included in the unit price, a separate shipping line item must be provided. Contractors must be able to invoice through WAWF with electronic data interchange or SFTP capabilities and must comply with all applicable CUI handling, OPSEC, and information protection requirements under DoD directives, including proper marking, encryption, and restricted access. Personnel accessing the facility must be vetted through the Department of the Navy’s adjudication process if they require access to controlled information, and a government representative must be present in the facility at all times during work performance.
