Objectives of the project: In order to prioritize survey efforts, the Canadian Hydrographic Service (CHS) would like to better understand the small craft harbours and ports within navigable Canadian Waterways. The goal of the contract is to identify and locate all small craft harbours and ports in Canada, analyze the ship count, type of ship, draught and potentially analyze where the ships are travelling to/from. Step one will be to contact Port Authorities / Harbour Masters to identify location and indicate a number of ships that travel to the port. Step two of the contract would be to get the ship locations using AIS data, followed by investigating new technologies to help identify locations. Step three would be to validate the data with an approach using technology and multiple resources, such as remote sensing data. For the first contract CHS would like to start with the area proposed in figure 1.2. Locations to investigate: 2.1 Small Craft Harbours (DFO) https://www.dfo-mpo.gc.ca/sch-ppb/list-liste-eng.html2.2 Marine Facilities and Ports (MTSR)https://tc.canada.ca/en/marine-transportation/marine-security/list-isps-code-compliant-canadian-marine-facilities-ports-implemented-marine-transportation-security-regulations-mtsr2.3 All Other Locations not listed in the above resources3 Items to record: 3.1 Port / harbour InformationPort name and locationApproach channel characteristicsDescription on how port / harbour was identified (ie Port Authority, Harbour Master, Imagery, etc)Number of vessels using port / harbour3.2 Vessel Specifications (if possible):Type of shipLength, breadth and draught*This information potentially could be extracted from the AIS data and INNAV database, or new technologies that should be investigated.4. Delivery DateThe final report will need to be submitted to CHS March 25, 2023 A progress meeting will take place when needed and requested through the project. There will be a project scope meeting at the beginning, with at least one meeting for mid-project review, and a final meeting when the data is delivered to clients, all set up by company.
