Solicitation # N0038327QAA08
Solicitation NO0383-27-Q-AA08, issued by NAVSUP Weapon Systems Support Philadelphia, is a requirement for the repair, testing, and inspection of the Computer, Fuel Manage (NIIN 015238319, P/N 512010-03-01). The scope of work requires the contractor to return assets to a Ready For Issue condition, specifically including the replacement of all seven transorbs on the internal Fuel Interface Card per Engineering Investigation WC2EI-H1Y-0002-21S. The contractor is responsible for providing all necessary tooling, fixtures, and materials, with a strict prohibition on the use of MIL-W-81381 wire in favor of SAE-AS22759 series wire. Technical requirements include compliance with ISO 9001 or SAE AS9100 quality standards and ANSI/NCSL Z540 or ISO-10012-1 calibration standards. Packaging must adhere to MIL-STD-2073-1 and ASTM D3951-18, with marking following MIL-STD-129. Full Description

The 14th Contracting Squadron, 495 Harpe Blvd, Suite 256C, Columbus AFB, MS 39710 intends to solicit and award a firm fixed price, sole source Purchase Order to Northrop Grumman (NG). The purpose of the order is to obtain repair and maintenance service on the Small Digital Voice Switch. This purchase is for a commercial item/service and will be made using FAR 12 and the Simplified Acquisition Procedures in FAR 13. Other than full and open competition is authorized pursuant to FAR 13.106-1(b)(1)(i). After reviewing GSA, speaking with NG directly, and performing exhaustive searches to find other organizations that could repair or maintain the SDVS, it is determined that this requirement cannot be completed by any source other than NG. NG is the only source that can provide parts and repair service required by the 14th CS. In order to expedite the process for the 14th CS who desperately need the SDVS repaired to continue critical mission function in the tower it is requested that NG be solicited directly. A Sole Source Letter has been drafted by the 14th CS and signed by the Contracting Officer Mr. Robert Gable. This notice of intent is NOT a request for competitive quotes. However, interested contractors may submit a narrative describing their capabilities and qualifications to perform the effort via e-mail to SSgt Bryan E. Galcik, Contract Specialist, bryan.galcik@us.af.mil, no later than 4:30 PM CST on Mar 5, 2014. Capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
