AI Contract Overview
The U.S. Air Force’s 31 Contracting Squadron at Aviano Air Base, Italy, intends to award a sole-source contract to Smart Shooter, Inc. for the acquisition of ten Smart Shooter SMASH 2000L Fire Control Systems (P/N: SHSMS3020) and one 12-month set of spares and special test equipment (P/N: SHSPSET1), pursuant to FAR 12.102(a) for the procurement of commercial products. The system is uniquely designed for integration with M4A1 rifles to enhance the accuracy and lethality of Air Force Security Forces against static, dynamic, and small unmanned aerial systems in day, night, and challenging operational environments. The procurement is justified on the basis that Smart Shooter, Inc. is the only source capable of providing this specific, Air Force-approved fire control technology, with no competitive alternatives meeting the required technical and operational specifications as defined in DAFMAN 31-131V2_USAFE-AFAFRICASUP_USAFE-AFAFRICAGM2025-01. The acquisition is classified under NAICS code 333310 and Product/Service Code 1240, and performance will occur at Aviano Air Base, Italy, with delivery expected to be made to the FPO/ARMED FORCES - EUROPE location. The notice explicitly states that this is not a solicitation for competitive bids; responses from other vendors must provide clear, compelling, and convincing evidence that competition would be advantageous to the government, and any such submissions must be received in writing via email by the designated points of contact by May 25, 2026. No pricing information is disclosed, and no formal contract type, payment instructions, invoicing method, packaging requirements, inspection criteria, or contractor representations are specified in the documentation, as the document serves solely as a pre-solicitation notice to inform industry of the government’s intent. All inquiries must be directed in writing to Mr. Gualtiero Casadio and SSgt. Elysia King, and responses are evaluated solely for the purpose of determining whether to pursue a competitive procurement, with the final decision to proceed as a sole source award resting entirely within the government’s discretion.
