AI Contract Overview

The Smart Traffic Camera Initiative aims to enhance traffic safety and data collection along the Harriman Campus ring roads at the Washington Ave Overpass in Albany, New York. This project involves deploying AI-powered cameras to monitor vehicle, pedestrian, and bicycle movements, focusing on identifying near misses and traffic conflicts to proactively address potential crashes. The cameras may also serve a dual purpose by activating Rapid Rectangular Flashing Beacons at new crosswalks constructed under the Q2021 project, thereby improving pedestrian safety without solely relying on push button activation. The initiative builds upon historical crash data, particularly around the area, and will provide current traffic insights to evaluate the effectiveness of upcoming physical safety measures such as protective barriers and lane reductions, which are intended to reduce known crash patterns and improve overall safety for both campus tenants and the public. The contract, managed by the NYS Office of General Services, is a one-time procurement with a project completion due date of October 31, 2025. It involves a contract value estimated between five and ten million dollars and is not set aside for service-disabled veteran-owned, minority, women, or disadvantaged-owned businesses. The project emphasizes safety improvements in a high-traffic area with a focus on data-driven decision-making to optimize traffic and pedestrian safety. The primary point of contact for inquiries is Contract Management Specialist Aniksa Merced, and interested parties can access further details through the provided online link.

Full Description

This Smart Traffic Camera Initiative will provide traffic count data for vehicles, pedestrians, and bicycles. The system uses AI to track near misses with traffic conflicts to identify risks and allow the agency to enact mitigation measures before the near misses become crashes. With the new crosswalks to be constructed in the Q2021 project, the cameras may also be used to activate the Rapid Rectangular Flashing Beacons (RRFB’s), an important pedestrian safety measure, rather than solely relying on a push button activation. There is a known vehicular crash pattern around the installation from historic data as documented in the Safety Analysis for Q2021 and its progenitor 47330. This initiative will provide more current data that the agency can use to measure the improved safety performance of the arterial ring roads when Q2021 installs positive protective barrier and lane reductions countermeasures to mitigate the known crashes and inform additional actions to make the system as safe as practical. People are currently crossing the roadways in a random fashion, and this initiative along with the proposed physical improvements help ensure a safe and comfortable facility serving the Harriman Campus tenants and public access to the Patroon Creek area businesses and residences.  For questions or general inquiries as to this title, please contact the below: Aaron HansenAaron.Hansen@ogs.ny.gov518-474-3729   Service-Disabled Veteran-Owned Set Aside: No Minority Owned Sub-Contracting Goal: 0% Women Owned Sub-Contracting Goal: 0% Service-Disabled Veteran-Owned Business Contracting Goal: 0% Disadvantaged Owned Sub-Contracting Goal: 0% Due date:10/31/2025 Contract term: One time County(ies): Albany Location: Harriman Campus Ring Roads at Washington Ave Overpass Business entities awarded an identical or substantially similar procurement contract within the past five years: NA
