Bids for the construction of the project will be received and opened electronically on the PennBID website until Tuesday, July 3, 2025, at 1:00 p.m. local time. The project includes the following Work: The installation of agricultural soil and water quality best management practices. Scope includes installation of a Roofed Manure Stacking Structure, Animal Walkway, Stormwater Collection, and Piping. Obtaining the Bidding Documents Information and Bidding Documents for the Project can be found at the following designated website: https://pennbid.net/ Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website. Pre-Bid Meeting: A mandatory pre-bid meeting for the project will be held on June 16, 2025, at 9:30 a.m. at Smeal Farm, Sterling Avenue, Houtzdale, PA 16651. Bids will not be accepted from Bidders that do not attend the mandatory pre-bid conference. Instructions to Bidders: Bid security in the form a Certified Check or Bid Bond shall be furnished with the bid in an amount not less than 5%. All questions about the meaning or intent of the Bidding Documents are to be submitted by 4:00 PM June 23, 2025 via PennBID in accordance with the Instructions to Bidders. Telephone inquiries are unacceptable. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. Bidders must comply with all State antibid-rigging regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. All bids shall be irrevocable for 60 days after the bid opening date unless award is delayed by a required approval of another government agency, the sale of bonds, or the award of a grant or grants, in which case this Bid shall remain subject to acceptance for 120 days after the bid opening date as provided by the Act of November 26, 1978 (P.L. 1309, No. 317), as amended by the Act of December 12, 1994 (P.L. 1042, No. 142). The Clearfield County Conservation District reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Clearfield County Conservation District, and to reject any or all proposals
