Snow Clearing and Ice Control – Recreation Services

The Corporation of the City of Cornwall is soliciting quotations for a hybrid seasonal contract to provide snow clearing and ice control services for its recreation facilities. The procurement is divided into two distinct lots: Lot A, covering Marina 200, the Cornwall Civic Complex, the Kinsmen Aquatic Centre, and the Cornwall Curling Club; and Lot B, covering the Benson Centre. The contract features an initial one-year term running from November 1, 2026, to April 30, 2027, with the City holding the sole discretion to renew for up to two additional one-year terms. Routine services are compensated through an all-inclusive fixed seasonal price per lot, which covers up to sixty snow clearing occurrences and eighty-five parking lot salting occurrences per year. This fixed price must encompass all labor, equipment, materials, fuel, and overhead. Additionally, the contract includes provisional per-occurrence pricing for emergency or extraordinary services authorized by a Site Supervisor that fall outside the routine seasonal scope. Suppliers are responsible for maintaining priority access to emergency routes, facility entrances, accessible parking, and pedestrian paths. While snow clearing is required, snow hauling and removal to the City Snow Management Facility is excluded from this scope and will be handled by others. Successful bidders must identify primary and backup equipment and operators before the season begins and are required to maintain detailed logs of all salting activities. Evaluation of submissions will be based on the supplier's ability, experience, past performance with the City, and sufficient capital and plant capacity. The contract is governed by the laws of the Province of Ontario, and the City reserves the right to award the contract to a supplier other than the lowest bidder. All tenders must be submitted in a sealed envelope to the Procurement Supervisor by the deadline of September 29, 2026, at 11:00 a.m.
