SNOW/ICE REMOVAL SERVICES

SOURCES SOUGHT FOR PLANNING PURPOSES ONLY--The purpose of this announcement is to gain knowledge of qualified and experienced potential sources for planning purposes only for a potential contract vehicle that provides non personal services for all labor, material, manpower, equipment, permits, and other required support for aircraft ramp, taxiway, and runway snow and ice removal services. The intent is to gain knowledge of all interested concerns including but not limited to Service Disabled Veteran Owned Small Business, HUB Zone concerns, and contractors in SBA's 8(a) program or small business concerns. Responses to this announcement will assist the contracting officer in determining the type of set-aside, if any, should a follow-on solicitation be issued. Contractor to provide aircraft ramp, taxiway, and runway snow and ice removal services at Pease Air National Guard Base in Portsmouth, New Hampshire and Barnes Air National Guard Base in Westfield, Massachusetts to allow Air National Guard Aircraft Operations on a twenty-four hours a day, seven days a week (24/7) basis. Service will be provided IAW applicable FAA and DoD standards. Service Contract Act wages will apply to any resulting contracts. Pease Air National Guard Base has approximately sixty (60) acres of airfield to be maintained and Barnes Air National Guard Base has approximately forty (40) acres of airfield to be maintained. The NAICS Code 488190, size standard $7M applies to this project. All interested business concerns should provide this office in writing no later than 4:00pm EST on 10 February 2010, a response not to exceed four (4) typewritten pages, that must include a (1) positive statement of intent to bid to include applicable locations, (2) a completed and signed Sources Sought Information Request Form (see form attached) (3) a listing of projects completed during the past three years, both for government and private industry, the type of project, services provided, dollar value, contract number, location, and point of contact are to be included and (4) a brief outline of resources and key personnel and approach that would be used to accomplish the contract. Interested business concerns should indicate if they qualify as a set-aside concern and which category applies to their business. In the event adequate small business concerns are not available for adequate competition for this project, it will be advertised as unrestricted. Solicitation will not be issued under this number.
