Snow Removal and Groundskeeping/Landscaping Services - Oriska Rest Area

The North Dakota Department of Transportation is soliciting proposals for snow removal and groundskeeping/landscaping services at the Oriska Rest Area located in Tower City, North Dakota. The primary objective is to maintain a clean, neat, and safe environment for travelers year-round. The scope of work includes clearing snow and ice from all sidewalks and specific perimeter areas, as well as maintaining all landscaping, grass, and trees between the west and east cross roads. The contract is intended for a two-year period beginning approximately November 1, 2026, with an option for a two-year renewal, totaling a maximum of 48 months. Prospective vendors must attend a mandatory on-site inspection on October 8, 2026, at 1:00 PM CT to be eligible for an award. Proposals must be submitted electronically via NDBuys by the deadline of October 15, 2026, and must consist of two separate files: a Technical Proposal and a Cost Proposal. Evaluation is based on a 100-point scale, with 30 points for Scope of Work Strategy, 30 points for Experience and Qualifications, and 40 points for the Cost Proposal. To be considered responsive, technical proposals must achieve a minimum score of 40 points. Successful contractors will be paid in 24 equal monthly installments following work completion and state approval. All work must comply with state and federal non-discrimination, accessibility, and civil rights regulations, including Title VI of the Civil Rights Act.
