Full Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The United States Department of Agriculture, Natural Resources Conservation Service (NRCS), Salt Lake City Contracting Office intends to solicit on a sole source basis under authority of FAR 13.106-1(b)(1) to 2KR Systems LLC, for Snowscale SSC600, 600mm SWE, mV Output. This procurement is being conducted under Simplified Acquisition Procedures. The Natural Resources Conservation Service, Utah intends to award a new Sole-source Firm-Fixed price contract to 2KR Systems LLC., 217 McDaniel Shore Drive, Barrington NH, 03825. for the procurement of Snowscale SSC600, 600mm SWE, mV Output, which is non fluid in nature, the sensor is much smaller than our current pillows which are approximately 10 feet by 10 feet across and require a large flat area for installation. The sensor surface area is approximately 6.72 meters square - the sensor is a rectangle thus the actual dimensions are closer to 2.25 meters by 3 meters - this is 7.34 feet by 9.84 feet which is close to the current snow pillow used in the program which is 10 feet and circular. The current application requires a much smaller footprint, roughly half this size. The Government intends to acquire a commercial item using FAR Part 13. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to josephine.ojewia@ut.usda.gov no later than 5:00 pm MST on April 30, 2015. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent.
