Sober Living Environment Services

The Butte County Sheriff’s Office is seeking qualified respondents to establish a pool of providers for Sober Living Environment (SLE) services supporting participants in the Alternative Custody Supervision (ACS) Program. The selected providers must offer clean, safe, and sober housing and meals for male and female residents in separate facilities within Butte County. Key requirements include providing three adult meals per day, clean bedding, essential hygiene supplies, and 24-hour landline telephone access. Operational mandates include implementing curfews, maintaining sign-in/out logs for at least 60 days, and conducting random drug testing at least twice monthly at the provider's expense. To ensure compliance, the Sheriff's Office must be granted unrestricted access to the property and any vehicles accessible to residents. The solicitation is open for proposals until September 17, 2026, with an anticipated contract award in October 2026 for a term of up to five years. Evaluation is based on a 100-point scale, weighted across cost (35 points), experience and qualifications (35 points), and approach and methodology (30 points). Awardees must adhere to strict standards, including the prohibition of drug and alcohol use on premises, a ban on visitors, and a requirement that residents not be coerced into attending religious or other programs. The contract includes standard terms such as NET 30 payment, a 30-day termination notice, and strict compliance with ADA and WCAG 2.1 Level AA digital accessibility standards. All proposals must include the Exhibit A Required Qualifications form to avoid disqualification.
