This is a Synopsis of Contract Action (SOCA); this document does NOT constitute a Request for Quotation, Request for Proposal, Invitation to Bid, or a commitment (implied or otherwise) that AFTC/PZIEA will take procurement action in this matter. The Government reserves the right to reject in whole or in part any industry input as a result of this announcement. No reimbursement will be made for any costs associated with providing information in response to this notice or any follow-up information requests. The purpose of this synopsis is to notify industry of the United States Air Force intent of contract action and possibly gain knowledge of other potentially qualified sources and their size classifications. The Government also recognizes that proprietary data may be a part of this effort, and cautions that such data be clearly marked "restricted" or "proprietary" data, and present it as an addendum to the non-restricted/non-proprietary information. Please do not request a copy of a solicitation as one does not exist. This synopsis is for a proposed contract, IAW FAR 5.201(b)(1), for which the Government intends to negotiate with only one source IAW 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1, " Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements." The AFTC Contracting Directorate (AFTC/PZIEA), Edwards AFB intends to issue a sole source Firm-Fixed Price Contract to Systems Technology, Inc. The proposed source is the manufacturer and the custom designer. The NAICS code is 511210. Requirements: The contractor shall: - Integrate the generalized realization algorithm (GRA) into a real-time environment - Enhance the curve fitting frequency domain decomposition technique to identify closely space modes - Update the user interface and preferences - Build the architecture and framework for a real-database of modal identifications. The Government is requesting that interested concerns feeling they can fully support this requirement furnish the following information: (a) Company name, address, point of contact, telephone number, and e-mail address. (b) All information furnished shall be in writing and must contain sufficient detail to allow the Government technical representative to evaluate and determine if it can meet the requirement. The AFTC has appointed an Ombudsman to hear concerns from potential offerors relating to this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather the Contracting Officer identified below.
