1. OBJECTIVE & BACKGROUND
The Town of Jackson, located in Northwest Wyoming, has a population of 10,700 residents and is the only municipality within Teton County, which has 23,300 residents. As the Town seeks to bolster its communication through social channels and further its brand recognition, we are seeking competitive proposals from qualified brand strategists and digital communications consultants.
Our organization seeks to strengthen its brand identity, co-branding with various departments and divisions, and to elevate its public-facing social media ecosystem. The goal is to establish a cohesive visual and narrative identity across all departments and implement a relevant and transparent social media strategy that engages and activates members of our community including residents, local businesses, and visitors.
2. SCOPE OF WORK
Brand Strategy & Visual Identity Brand Collateral: Continue building and solidifying brand collateral including stationery, business cards, and various templates. Brand Guidelines: Update and maintain comprehensive brand guidelines and style guides for staff, partners, consultants, and vendors. Consistency: Help maintain consistency and develop co-branding strategies for the Town with various departments and divisions. Support Internal Comms Work: Support staff with internal and external newsletters. Analytics & Measurement: Help track and utilize existing systems to measure communications impact and use data to drive content strategies and build evergreen frameworks. Regular Communications to Targeted Groups: Support regular communications outreach to targeted groups with aligned branding and overlap with campaigns and other channels. Campaigns: Develop and execute educational and visual campaigns from concept to completion, from ideation to execution including concept/strategy, wireframes, copywriting, production, editing, distribution, launch and roll out. Social Media Strategy & Management 12-Month Content Strategy: Enhance strategic editorial calendar highlighting Town initiatives, public meetings, and great work the Town does to keep the community running. Brand Framework on Socials: Continue building on current taglines by developing related messaging, narrative positioning, and new brand stories. Platform Oversight: Develop and execute content calendars for Facebook, Instagram, and LinkedIn using platform-specific strategies within parameters of the Town’s Social Media Policies. Content Creation & Posting: Design branded social media graphics, carousels, and short-form videos aligned with brand identity. Performance Metrics: Establish monthly reporting and tracking of audience growth, reach, engagement, impact, sentiment analysis, and recommend message direction based on metrics. 3. PROPOSAL REQUIREMENTS Letter of Interest: Overview of the consultant and demonstrated experience with public sector, or municipal clients. Approach & Methodology: Detailed execution plan outlining research methods, creative processes, community outreach tactics, and campaign management. Portfolio & Case Studies: 2–3 examples of recent municipal or public agency branding and social media projects. Team Qualifications: Resumes and defined roles for key personnel assigned to this account. Cost Proposal: Itemized budget broken down by categories (Brand Strategy) and (Social Media) retainer or hourly rates. References: Contact information for two public sector references. 4. 8. TERMS & CONDITIONS Any and all documents submitted to the Town of Jackson may be deemed public records subject to examination and inspection by third parties. Any material submitted that is to be considered confidential must be clearly marked as such. All costs incurred in the preparation and presentation of a submitted response, in any way whatsoever, shall be wholly absorbed by the responding party(ies). The Town of Jackson may contact Respondents with clarifying questions. Respondents may be asked to provide supplemental information. Submission of an RFP response is not a guarantee of a future contract award. Town reserves the right to reject any and all proposals, waive any and all formalities, disregard all nonconforming, non-responsive or conditional proposals, and terminate, modify, or suspend the RFP process. This RFP does not commit the Town to award a contract. Negotiations with respondents may include, but not be limited to, scope of work, contract schedule, contract terms and conditions, technical specifications, and price. As part of its evaluation process, the Town may request clarifications and additional information, conduct customer reference checks, require a subset of finalists to make a presentation to the Town’s selection committee, hold multiple rounds of reviews with a limited group of respondents, and take any other action necessary to perform a thorough and objective evaluation of each proposal. Once the process is complete, the Town of Jackson retains ownership over the product. The firm may use the final product in their reference portfolio. All other uses are subject to Town of Jackson approval.
