Biomedical Research Application Evaluation and Support (BRAES)
Solicitation # HT942727RE006
The Biomedical Research Application Evaluation and Support (BRAES) contract is a performance-based, non-commercial Multiple Award Indefinite Delivery Indefinite Quantity (MA-IDIQ) solicitation issued by the Defense Health Agency for the Congressionally Directed Medical Research Programs. With a ceiling cost of 137 million dollars and an estimated period of performance from January 2027 to January 2032, the contract supports the evaluation of biomedical research applications. The scope is divided into four primary areas: funding opportunity announcement set-up, oversight of application receipt and processing, application compliance review, and scientific merit peer review. While the first three tasks are awarded to a single vendor via the eBRAP task order, the scientific peer review tasks are awarded to multiple vendors through Science Administration and Management (SAM) task orders, which require the operation of a secure, contractor-owned, contractor-operated (COCO) web-based system. The government will utilize a Highest Technically Rated with a Fair and Reasonable Cost/Price approach to select approximately three awardees. Evaluation factors include technical approach, management approach, past performance, and small business participation, with cost and price serving as the final check for the highest-rated proposals. Key requirements for offerors include an active SAM registration, a CMMC Level 1 self-assessment, and the submission of a five-volume proposal by December 2, 2026. Contract administration involves a mix of Cost Plus Fixed Fee and Firm Fixed Price arrangements, with invoicing processed through the Wide Area Workflow system. Performance is monitored via Quality Assurance Surveillance Plans using random sampling and 100 percent inspection to determine CPARS ratings based on accuracy and schedule adherence.

Intent to Award Sole Source: Acoustical Society
Solicitation # IASS-AFRL-RMZB-2027-0002
The Air Force Research Laboratory Enterprise Strategies and Initiatives Contracting Division intends to award a sole source purchase order to The Acoustical Society of America (ASA) for institutional membership. This requirement, categorized under NAICS 813920, is designated as a simplified acquisition because ASA is the only organization capable of providing the necessary membership and publications to support the scientific efforts of 711 HPW/RHWS. This membership is critical for the United States Air Force to maintain an active, voting role on ASA and American National Standards Institute (ANSI) standards committees, specifically those concerning acoustics, mechanical vibration and shock, bioacoustics, and noise. The contract is structured for a base year with four subsequent option years, with an estimated annual cost of 15,000 dollars. Key deliverables include the integration of one primary and one alternate USAF representative for each accredited standards committee, access to the Journal of the Acoustical Society of America and other scientific publications, and the provision of training materials for standards development. Performance milestones include biannual update meetings and the dissemination and collection of ballots for voting members. Interested parties may submit capability statements or exceptions to the sole source intent to the contracting office by October 23, 2026.

Thursday May 7, 2015 at 8:00 AM CDT -to- Friday May 8, 2015 at 2:00 PM CDT Bay Point Wyndham Golf Resort & Spa The Panama City SAME Post is hosting an Industry Day and accompanying Golf Tournament in May of this year. We have two great days planned at the Wyndham Bay Point Golf Resort. Our theme of for this year's event is "Installation Mission Support" and it reflects a major reorganization in the Air Force to include mission support functions in one organization - Air Force Installation Mission Support Center (AFIMSC). Part of our post's mission is to provide networking opportunities and serve as a bridge between both government and commercial sectors. While we are still working on confirming our invited guest speakers, we have an agenda that tentatively includes: AFIMSC Leadership AFCEC Leadership Business Opportunities in AFIMSC and AFCEC Question and Answer Panels Networking Opportunities Young Member Mentoring Event (All are invited to attend) Our planning committee has a few other events planned including our post's monthly luncheon that will highlight the history of RED HORSE. There will be an Icebreaker event the night before on Wednesday to kick off the event. An evening event will cap the day on Thursday and serve as a transition to the following day of golfing on Friday morning. We solicit your support in three ways. First, please make an effort to attend the Industry Day. We believe the information and networking opportunities will be excellent. Second, try to field a company team at the golf event. Finally, consider a sponsorship by your company. Your support would be most welcome in helping the post raise funds for our community and outreach programs. Below is a summary of our outreach program and how our funds have been used to support our local community over the last several years. You may contact Mr. Don Blanchard, 850-276-0187, donald.blanchard@comcast.net for Industry Day or Mr. Gerald Morris,(850) 463-7062, gmorris@J2-eng.com . I look forward to your support!
