The SOCOM Wide Mission Support (SWMS) Group C contract, solicitation H92222-14-R-0019, is a Service Disabled Veteran Owned Small Business set-aside for professional support services provided to USSOCOM. The scope of work encompasses a broad range of engineering and technical services, including requirements generation, technical analysis and evaluation, data management, and plans and frameworks support. Specific task orders under this vehicle include SORDAC support for acquisition and financial management, and Special Operations for Financial Management (SOFM) support focusing on accounting, budget execution, and audit readiness. The contract structure includes both Firm Fixed Price and Cost Plus Fixed Fee-Level of Effort task orders, with an overall IDIQ contract value cap of 70 million dollars over a five-year ordering period. Due to the sensitive nature of the mission, the contract mandates rigorous security requirements, including Top Secret facility clearances and access to COMSEC, SCI, and NATO classified information. Performance is primarily located at MacDill AFB in Tampa, Florida. The procurement process involved extensive refinements through six amendments, which updated the pricing templates, revised the statements of work, and clarified evaluation factors for award. Key evaluation criteria focus on technical capability, past performance, and cost, with a strict prohibition on the use of personal references for past performance evaluations. The government also emphasizes the mitigation of organizational conflicts of interest and requires a preaward survey of the contractor's accounting system to ensure adequacy for cost-reimbursable tasks.

Update 05 September 2014: Attached to this announcement are Q&As, Amendment 0003, and a revised Attachment 3 (Pricing Template). Clarification Regarding Past Performance: The Government does will not evaluate personal references as part of the past performance evaluation. Clarification Regarding Attachment 3 Revision 2: The revision released with Amendment 0002 inadvertently included erroneous rates on Tab 2 used to check formulas; offerors should use their own company indirect rates. Below is a summary of the changes; however, carefully read through the amendment for ALL applicable changes. The due date and time remains unchanged. --H.4 Cost Plus Fixed Fee-Level of Effort (CPFF-LOE) has been revised. --Revise Section L and M (change bars are included in the left margain). Please note the proposal submission method has been revised (See L1.4 for submission requirements). --SORDAC Support Task Order. The anticipated start date of Subtask 2 revised to 20 Jul 2015. --J8S Task Order. The Government has decided that the current J8S SOW does not accurately reflect the requirements of the customer under SWMS. Therefore, Amendment 0002 removes the J8S SOW from the Group C RFP. Update 28 August 2014: Attached to this announcement are Q&A's 157-165. Update 25 August 2014: Attached to this announcement is RFP Amendment 0001 and associated attachment revisions. Please be advised that the Task Orders (TO) released with the Final RFP are actual TO's to be awarded and performed under SWMS, these ARE NOT sample TO's. An RFP Amendment will be issued on or around 18 August to incorporate the changes reflected in the Q&A's, to include changes to the pricing template. Once the template has been revised, companies requesting a template to accommodate more than 5 subcontractors will be provided the revised template.
