NASA Armstrong Flight Research Center intends to award a sole source purchase order to Israel Aerospace Industries LTD - Bedek Aviation Group for the repair of a Pratt and Whitney JT9D-7J engine used in the SOFIA program aircraft N747NA. The procurement is necessary to address a significant crack in the turbine exhaust case that extends through the case wall and flange. The selected contractor is required to provide a new exhaust case, perform the necessary disassembly and assembly, and conduct a series of critical tests and inspections, including borescope inspections, water washes, and a C check. The justification for the sole source award is based on the fact that Israel Aerospace Industries LTD - Bedek Aviation Group possesses exclusive proprietary rights to the new exhaust case and is the only certified repair facility with the hardware available. This approach is intended to avoid mission schedule delays and excessive costs. The government is acquiring this as a commercial item under FAR Part 12, with a response deadline for capabilities and qualifications set for July 20, 2016.
