This Request for Quotations is for the procurement of soft magnetic prealloyed bar stock to be used in melt spin operations at the NASA Glenn Research Center. The requirement includes 100 lbs of a specific iron-based alloy and 50 lbs each of three distinct cobalt-based alloys, all to be cast into approximately 1 inch diameter rods in an as-cast condition. To ensure quality, materials must be produced using virgin melt stock under vacuum to minimize oxide and ceramic inclusions, and each master heat must be accompanied by a certificate of chemical analysis. This procurement is a total small business set-aside under NAICS code 331423. Prospective offerors must demonstrate prior experience melting iron and cobalt-based soft magnetic alloys with high boron and silicon content. Selection will be based on the most advantageous offer, considering technical merit, price, past performance, and the ability to meet delivery requirements. All offers must be submitted electronically to the designated buyer by May 31, 2016, and must include detailed shipping costs, delivery schedules, and required federal representations and certifications.

Item 1.) 100 lbs. of the following alloy composition in weight percent (wt.%): Fe-80.96; Si-8.70; B-1.51; Nb-3.72; Mo-3.84; Cu-1.27, cast into 100 lbs. of ~1" rod. No other secondary processing needed. Item 2.) 50 lbs. each of the following alloys in weight percent, cast as ~1" diameter rod. No other secondary processing is needed: - Item 2.1: Co-89.06; Si-1.06; B-2.86; Nb-7.02 - Item 2.2: Co-78.49; Fe-2.13; Mn-8.36; Si-1.07; B-2.88; Nb-7.07 - Item 2.3: Co-80.53; Fe-8.48; Si-1.07; B-2.87; Nb-7.05 Requirements: 1. Demonstrated experience in the melting of Fe- and Co-based soft magnetic alloys with high boron and silicon content. A list of alloys previously produced and customers should be made available upon request. 2. A single master alloy will be prepared for each alloy above, formulated using virgin melt stock. A certificate of chemical analysis will be supplied for each master heat. 3. Melting to be performed under vacuum to minimize oxide inclusion content. Every effort should be made to minimize ceramic inclusions, which will block the nozzle and cause failure during melt spinning. 4. Each master heat will be cast/recast as 1" diameter rod and supplied in the as-cast condition. The provisions and clauses in the RFQ are those in effect through FAC 05-87 http://nais.nasa.gov/far/ .
