Fire Alarm engineering for Lewis County
Solicitation # 2026-RFQ-040
Lewis County is soliciting qualifications under solicitation 2026-RFQ-040 for a professional engineering firm to provide comprehensive design and engineering services for fire alarm systems. The project encompasses several County-owned facilities, including the IT Building, Historic Courthouse, Health Building, and Lewis County Jail. The selected firm will be responsible for conducting on-site evaluations to determine the remaining useful life of existing systems, assessing code compliance with NFPA 72, IBC, and IFC standards, and developing bid-ready construction drawings and technical specifications. All designs must be stamped by a licensed electrical engineer familiar with Washington State fire alarm requirements and must integrate smoothly with existing infrastructure to ensure standardized maintenance and operations. Proposals are due by November 10, 2026, via the OpenGov platform and will be evaluated by a committee of at least three County employees using a points-based system. The evaluation criteria are equally weighted at 20 percent each across four categories: firm qualifications (including NICET certifications and licensed engineer availability), responsiveness and capacity to begin work within 30 days, regulatory compliance and permitting records, and the clarity and detail of blueprint designs. Applicants must provide a statement of qualifications, three public agency references from the last five years, and resumes of key personnel. The contract is administered by Matt Patana, Capital Infrastructure Specialist, based in Chehalis, Washington.

The Armament Directorate's Miniature Munitions Division, Small Diameter Bomb II (SDB II) Program Office (EBMK) at Eglin AFB, FL 32542 intends to award a sole source contract to Aeronix, Inc, 1775 W. Hibiscus Blvd, Ste 200, Melbourne, FL 32901 under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b)(1). Posting of this Special Notice is in accordance with FAR 5.102(a)(6). The intended award will follow policies and procedures set forth in FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The SDB II Program Office has an immediate purchase requirement for 120 hours of software engineering Subject Matter Expert (SME) support. This order will procure software engineering Subject Matter Expert (SME) support for Government staff and participants of Exercise BoldQuest 13-2. Aeronix has demonstrated a Beta version of a Combat Net Radio (CNR) planning capability in recent government events and is the only known vendor that possesses this type of planning software. The Beta version of the capability requires vendor expertise to generate data link network configuration data for the SDB II weapon system and other participating platforms. Aeronix's capability has effectively enabled successful data link communications among the different platforms (i.e., weapon, aircraft, UAVs, JTACs) in past exercises. Aeronix also provides the Protocol Analyzer Tool for the Government staff and supporting engineers, allowing them to gauge the health and status of the Exercise networks and make near-real-time fixes if required. The SDB II Product Support Integrated Product Team (IPT) and the 46th Test Squadron (exercise planners and managers) have surveyed industry and determined that Aeronix fills a niche specific to the employment of UHF CNR data link terminals (e.g., SDB II Weapon Data Link). The Aeronix automated tools demonstrated at the previous BoldQuest are unique to Aeronix and are assessed to be critical to the successful execution of Exercise BoldQuest 13-2. As part of the technical support, the Product Support IPT expects a Post-Exercise report summarizing performance and lessons learned. CLIN 0001 QTY 120 HR Software engineering Subject Matter Expert (SME) support to include employment of UHF Combat Net Radio (CNR) data link terminals for the Small Diameter Bomb II Weapon Data Link. This is not a request for competitive quotations. However, all interested parties who believe they can meet the requirement are invited to submit, in writing, complete information describing their ability to provide the products listed above. The deadline for submittals is 26 July 2013 at 4 pm Central Standard Time via email to lesa.white@eglin.af.mil and laurie.harvey@eglin.af.mil . A determination by the government not to compete this requirement based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
