U.S. Special Operations Command intends to contract with Hamilton Sundstrand Corporation for two Flight Control Computer Software Loaders for Special Operations Aircraft. This procurement is being pursued as a sole-source action under FAR 6.302-1 because Hamilton Sundstrand Corporation exclusively manufactures the items and retains all data rights for repairs and upgrades, meaning the government does not possess the drawings necessary for open competition. The action falls under NAICS code 336413 and is subject to DFARs clause 252.211-7003 regarding item identification and valuation. While the government intends to negotiate with a single source, other firms capable of providing an equal item were encouraged to identify themselves by the specified deadline. All inquiries and quotes were directed to the point of contact, Carrie Bryant.
