Software Renewal Maintenance 1

This is a notice of intent that the United States Special Operations Command (USSOCOM) intends to award a sole source to Flight Safety International, 5695 Campus Parkway, Hazelwood MO 63042-2338 for the annual Update Service for Flight Safety software from the VITAL DBGS Software package for one year renewal. USSOCOM's requirement is the purchase four Vital DBGS software renewal maintenance plans. The Flight Safety International was the original awardee for the initial purchase of the Vital DBGC software package. The items purchased will fall under the maintenance contract already in place. This notice is not a request for offers. The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need. This notice is not a request for offers. The anticipated date of award is 1 April 2012. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1(a) (2) (ii), these items are determined to be peculiar to one manufacturer and not available from any other sources. All responses from responsible sources will be considered. Any such responses must be in writing and include technical and pricing information. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Responses are due no later than 23 March 2012 at 4:00 p.m. EST. Only electronic submission will be accepted.
