Full Description

Naval Air Systems Command intends to modify the existing E-6B Block I contract, N00019-04-C-0101, increasing scope to include a Cost Plus Fixed Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) type line item for 1 Lot of Software Support Services required to address deficiencies discovered during Operational Test. Under this line item, the Contractor will perform software updates and make software-related changes to CDRL deliverables as directed in Task Orders issued by the Procuring Contracting Officer. The period of performance for this line item will begin on the date of modification execution and end approximately 30 September 2010. In order to perform the required services, access to the Block I Technical Data Package is required. Rockwell Collins is developing the Block I TDP under the existing contract and the Government will not receive the complete TDP until 4th Quarter FY10, following completion of Operational Test. As the Software Support Services are required to address deficiencies identified during test, the proposed effort must be awarded sole source to Rockwell Collins pursuant to the authority provided in 10 U.S.C. 2304(c)(1), as implemented in FAR 6.302-1, - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. A Statement of Work is not available at this time. All responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency.
