Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.

This is a synopsis/presolicitation notice for a commercial service. Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia intends to award a Cost-Plus-Fixed Fee (CPFF) contract to Carolina Power Systems. NSWCCD Philadelphia has established a requirement for Engineering and Technical Support Services to develop software for Carolina Power Systems COTS Multi-Function Monitor. Carolina Power Systems is the original equipment manufacturer of the multi-function monitor and possess proprietary knowledge and technical data of the system and are the only source capable of providing the software upgrade. The Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals and does not constitute a solicitation. However, all RFQs received prior to the closing date will be considered by the Government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A hard copy of the solicitation will not be made available. Offerors must be registered in the Central Contractor Registration (CCR) database to be considered for award. See https://www.sam.gov/portal/public/SAM / for further information and instructions. For further questions regarding this announcement, please contact Michael Woody, via email at michael.woody1@navy.mil. Phone calls will not be accepted.
