THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER AND IS NOT A REQUEST FOR COMPETITIVE QUOTES Dependent upon availability of funding, the USDA/ARS. Coastal Plains Soil, Water and Plant Research Center, Florence. SC 29501, intends to award a Firm fixed price, sole source purchase order under the authority or 41 U.S.C 253(c)(1)and FAR 13.106-1(b). only one responsible source, to: Ll-COR Inc. 4421 Superior St. Lincoln, NE 68504 ARS unit. The existing units (Li-COR 8100) are currently in use with 10 chambers, are standalone portable systems that measures Soil C02 Flux and carbon sequestration temporally and spatially over a variety of environmental conditions in the landscape, and has the capability of measuring C02 flux simultaneously from 8 long term chambers. These additional purchases will significantly increase the equipment's efficiency by covering more landscape's spatial and temporal variability. These additional long-term chambers can only be purchased from Li-COR, Inc. In accordance with FAR 13.106 (b) only one source, and 41 USC 253(c) (1) only one responsible source and no other supplies will satisfy agency specifications and requirements. Li-COR Biosciences is the sole source manufacturer and distributor of Automated Soil C02 Flux System: a multiplexed system, sophisticated, highly integrated system capable of solving many of the challenges to making gas exchange measurements over soil. The Government intends to award a firm fixed price purchase order, subject to the availability of funds, using Simplified Acquisition procedures. This notice of intend is not considered a Request for Quote (RFQ), nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. A determination by the Government not to compete this proposed contract is based on responses to this notice is sole within the discretion of the Government.
