Full Description

The City of Burlingame (City) hereby requests proposals from qualified consultants to provide soil testing and analysis services for soil removed from the City’s storm drain systems. Proposals shall be submitted via PB SystemTM, a fully automated web-based vendor and bid management system, by 2:00 p.m. on Wednesday, June 25, 2025.The work includes, but is not limited to, all labor and equipment to collect soil samples from selected locations; transport soil samples to approved laboratory; review and analyze soil test results and provide a soil sample report to designated City staff; and meet with City staff to discuss the soil test results. The purpose of this work is to classify any hazardous contamination to determine if the soil removed the City’s storm drain systems can be disposed of at a local sanitation disposal facility. The Consultant must be able to provide soil testing and analysis services twice a year and on an as-needed basis when requested by designated City staff. The contract will be for a three-year (3) term, with two one -year renewal options at the election of the City. Total charges under this contract are not to exceed $20,000 per fiscal year (commencing July 1st of each year). The City reserves the right to award multiple contracts in order to meet its operational needs. See Attachment A for additional scope details.•Consultant shall meet the following requirements if awarded the contract:•Consultant must be located within a 50-mile radius of Burlingame, California for the entire duration of the contract.•Consultant has five (5) or more years of experience performing similar work. Proposedproject managers must have five or more years of experience.•Consultant must ensure professional staff are currently licensed in the State of California.•Must meet the insurance and licensing requirements outlined in the City of Burlingame Consultant Requirements.•Consultant must be able to meet the requirements in the attached sample agreement and scope of work if awarded the contract.•Prevailing wage rates must be paid for all work associated with this project. Workers employed in the work must be paid at rates at least equal to the then current prevailing wage scale as determined by the State Director of the Department of Industrial Relations.Any questions regarding this RFP should be submitted through the online Q&A feature of PB SystemTM.
