Solicitation # RFP-VC-26-006
Hagerty Consulting, Inc. is seeking a Disadvantaged Business Enterprise (DBE) subcontractor to support an engagement with the Inland Empire Utilities Agency (IEUA) in California. The project focuses on enhancing the agency's operational resilience framework through the development and review of a Business Impact Analysis (BIA), Disaster Recovery Plan (DRP), and Business Continuity Plan (BCP). Key responsibilities include identifying critical time-sensitive functions, quantifying disruption impacts, developing recovery playbooks, and facilitating in-person tabletop exercises to identify response gaps. Preferred expertise includes IT/OT resilience, critical infrastructure, and experience within the water or wastewater utility sectors. The contract is a service agreement with an initial three-year term and options for extension. All services must be performed by personnel located within the United States or its territories. Deliverables must align with FEMA Continuity Guidance Circular and Business Continuity Planning frameworks, as well as CISA and NIST standards for cybersecurity and risk assessment. The engagement is subject to California Public Records Act requirements and is designated as a Prevailing Wage Contract under the California Labor Code. Proposals are due by November 17, 2026, via the PlanetBids portal. Evaluation criteria emphasize a proven track record of completing at least two similar projects in the utility sector within the last five years, personnel qualifications such as CBCP certifications, and a detailed staffing methodology. Award selection will be based on the offeror's capability to complete the requirements in a cost-effective and time-efficient manner. Administrative requirements include active SAM.gov registration, UEI provision for subawards, and adherence to Build America, Buy America (BABA) standards.

The purpose of this Request for Proposal (RFP) is to solicit proposals from potential development partners (System Provider) to design, install, operate, and own a multi-megawatt, distributed solar photovoltaic (PV) system on the California Polytechnic State University, San Luis Obispo (Cal Poly SLO) campus. Proposers are advised that Cal Poly is issuing two separate Request for Proposals, one for the Solar Photovoltaic (PV) System, and one for a Battery Energy Storage System. Submittals for each RFP will be evaluated independently and in accordance with the criteria set forth in each RFP. However, it is Cal Poly’s desire for one entity to provide both services described in these RFPs, if possible, under two contracts.
