Solar PV and Battery Storage Project Design & Construction

The Town of Cabot is soliciting proposals for the design, cost estimation, and installation of Solar PV arrays and battery storage systems at the Wastewater Treatment Facility and the Willey Building. Funded through the Municipal Energy Resilience Program and administered by the Vermont Department of Buildings and General Services, the project aims to achieve 100 percent of future energy needs for applicable accounts. Requirements include the development of both roof-mounted and ground-mounted solar options and the implementation of battery backup systems capable of supporting critical loads for at least 24 hours. The Willey Building is specifically noted as a potential community resilience hub and emergency operations center, requiring coordination with the Vermont Department of Historic Preservation to ensure compliance with historic preservation rules. All work must be performed by a Vermont Master Electrician in consultation with a licensed architect and must adhere to National Fire Protection Association 855 and 70 safety codes, Vermont Electrical Safety Rules, and Public Utility Commission rules 9.000. The selected contractor will be responsible for obtaining all necessary permits and Certificates of Public Good, as well as fulfilling Green Mountain Power net-metering requirements. Proposals are due by September 3, 2026, and must include a detailed scope of work, project budget, qualifications, and a certificate of insurance meeting Vermont State Insurance Specifications. The Town will award the contract based on best value, with a final completion deadline of December 18, 2026, prioritizing the Wastewater Treatment Facility for installation.
