Commercial Low Earth Orbit (LEO) Destination Contract (CLDC) Request for Proposal
Solicitation # 80JSC027R0004
The National Aeronautics and Space Administration Johnson Space Center is soliciting proposals under solicitation 80JSC027R0004 for the Commercial Low Earth Orbit Destination Contract. This effort seeks a Multi-Award Indefinite Delivery/Indefinite Quantity contract, utilizing a Firm-Fixed-Price structure, for the design, development, manufacture, launch, and operation of a Commercial LEO Destination System to succeed the International Space Station. The system comprises three primary components: the Crew Transportation System, the Commercial LEO Destination, and the Cargo Transportation System. Performance is measured across three capability categories ranging from one-month crew tended missions to six-month standard service missions. The contract includes a base ordering period from April 2027 through April 2035, with two subsequent option periods extending the potential performance through April 2042. Proposals are due by December 8, 2026, at 1:00 p.m. Central Time, with Volume III regarding past performance requested early on November 24, 2026. Award decisions will be based on best value, evaluating Mission Suitability, Price, and Past Performance, with Mission Suitability being the most significant technical factor. The scope of work involves rigorous certification and safety standards, including compliance with AS9100 and specific human space flight requirements. Key contractual obligations include the submission of an Organizational Conflicts of Interest plan, adherence to the Outer Space Treaty, and the procurement of specific property damage insurance for certain launch vehicle categories. All submissions must be delivered electronically via NASA's EFISS Box in Microsoft Office formats.

NASA's Goddard Space Flight Center is preparing to issue a Request for Proposal for the Solar Wind Plasma Sensor (SWiPS) to be integrated into the Space Weather Follow-On (SWFO - L1) Mission. This mission is a collaborative effort between NASA and NOAA, aimed at ensuring continuous solar wind data and coronal mass ejection imagery to support the National Weather Service’s priority space weather observations. The SWiPS instrument will be designed to measure ion flux populations across various energy levels, potentially with mass discrimination, and will be a critical component on the SWFO - L1 satellite. The solicitation, identified as 80GSFC19R0048, was posted in September 2019 and is associated with NAICS code 336414. The contract will be managed out of NASA's facility in Greenbelt, Maryland. The senior contracting officer for the procurement is Jonathon D. Wingerberg, who can be contacted for further details. This effort underscores the high priority of space weather monitoring infrastructure to support national and commercial interests in space weather forecasting and mitigation.

The National Aeronautics and Space Administration (NASA) Goddard Space Flight Center (GSFC) plans to issue a Request for Proposal (RFP) for a Solar Wind Plasma Sensor (SWiPS) for the Space Weather Follow On (SWFO - L1) Mission. The SWFO - L1 Mission is a high priority joint undertaking by NASA and the Department of the Commerce, National Oceanic and Atmospheric Administration (NOAA). The SWFO - L1 Observatory will provide NOAA with the continuity of solar wind data and coronal mass ejection (CME) imagery, which is the National Weather Service's highest priority for space weather observations. The SWiPS instrument will be part of the SWFO - L1 satellite. The instrument will measure the ion flux population with or without mass discrimination as a function of energy.
