The United States Army Drill Sergeant Academy at Fort Jackson plans to procure Soldier Monitoring System (SMS) equipment through a sole source contract with BlackOhm LLC, authorized under the regulation allowing a single responsible source due to unique agency requirements. This procurement, following the Revolutionary FAR Overhaul Part 12 for commercial products and services, primarily involves acquiring the Sigma 5 body-worn GPS/IoT tracking devices known for their rugged design, extended battery life of up to six weeks, wireless charging, multi-band GNSS, advanced encryption, and compliance with military standards for durability. Alongside these devices, ruggedized Getac laptops and tablets will be procured to support the SMS platform's operation in the field, featuring sunlight-readable displays, military-grade protection, and optional communication enhancements. Ancillary equipment such as charging stations, mounting hardware, protective cases, and logistics support including packaging and freight will also be acquired as needed. Services included are strictly incidental and limited to initial device configuration, firmware activation, basic user training, and standard warranty and lifecycle support, without any standalone service requirements. This acquisition will utilize simplified procedures for commercial products, with the solicitation anticipated to be released around June 25, 2026, and award expected by July 15, 2026, with delivery at Fort Jackson.
