Sole Source acquisition of the Turtle Bot v2 Robot Kit

Special Notice of Intent for Sole Source Procurement Synopsis: NAVSUP FLC Code 215.4, Mechanicsburg on behalf of NAVSUP Business Systems Center (BSC) intends to award a Sole source contract to Executive Information Systems LLC., for a follow-on IT maintenance service on Statistical Analysis Software (SAS) // Current Contract GS-35F-0170K order # N0018914FQ191 New Procurement # PR1300482826 This sole source justification is for the negotiation and issuance of a GSA order under the authority of FAR Part 8 Required Sources of Supplies and Services to acquire annual maintenance services in support of SAS Software for the Naval Supply Systems (NAVSUP WSS) Command Activities. Pursuant to FAR 6.302-1(a)(2)(iii), this authority is appropriate when, for DOD, NASA, and the Coast Guard, services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, or unacceptable delays in fulfilling the agencys requirements. SAS Institute Inc. is the (OEM) and owner of the License and source code information of the SAS licenses and software assurance being utilized within the NAVSUP claimancy. This SAS software, the approved software for the supporting activity, has been customized to enable performance of business functions across the NAVSUP CIS project and other Navy entities /applications. This is proprietary to one manufacture, SAS Institute Inc. Therefore, the software license and /or software maintenance and support being procured must also be procured on a brand name basis. Any software and support that would be purchased other than SAS would not be compatible with the existing infrastructure and would require a complete replacement of the infrastructure, which would be costly and critically impact the mission. SAS Institute Inc. has one government service provider accessible via GSA and they are Executive Information Systems LLC.
