N00164-15-T-0271 - SOLE SOURCE - AIS RECEIVER PART NUMBER SA161-MH-00-00-A, AIS TEST SET PART NUMBER ST162-T1, AND QUICK START PACK BDL-T162-001 - FSG 58 - NAICS 334511 - ISSUE DATE 31 JUL 2015 - CLOSING DATE 07 AUG 2015 - 2:00 PM Eastern Time SOLE SOURCE PROCUREMENT - The Naval Surface Warfare Center (NSWC), Crane Division intends to procure the requirement for 3 each SA161-MH-00-00-A RadarPlus Dual AIS Receivers, 3 each ST162-T1 Type 1 AIS Test Set, and 3 each Quick Start Pack for the ST162-T1 test set in support of SPA aircraft. This requirement will be negotiated on a sole source basis with SHINE MICRO Inc., 9405 Oak Bay Rd Ste A, Port Ludlow, WA Corporation, in accordance with Statutory Authority of 10 U.S.C.2304 (c) (1), as implemented by FAR 6.302-1. "only one responsible source and no other supplies or services will satisfy agency requirement." The basis for restricting competition was the lack of sufficient technical data, duplication of cost to the Government that is not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency requirement through any other source. The Government does not possess the Level III drawing package to allow for full and open competition. The proprietary property is not available from the Government to be provided for this procurement. The RadarPlus AIS receiver has been approved, accredited, and tested for utilization on all SPA aircraft. The cost impact of testing another vendor's product would result in unacceptable delays in fulfilling the program's requirements, which would result in compromising the aircraft's mission. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling +1 (555) 000-0000 or via the internet at https://www.sam.gov. This solicitation is being issued pursuant to the procedures at FAR 13. Synopsis exception FAR 5.202(a)(13) applies and Solicitation Number N00164-15-T-0271; is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted via FedBizOpps. It is the responsibility of interested vendors to monitor the FedBizOpps site for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. Questions or inquiries should be directed to Ms. Lynn Fleetwood, Code 0231, at telephone +1 (555) 000-0000 or e-mail: contact@example.gov. The mailing address is: Ms. Lynn Fleetwood, Code 0231, Bldg. 3373, NAVSURFWARCENDIV Crane, 300 Highway 361, Crane, IN 47522- 5001. ENVIRONMENTAL QUALIFICATION TESTING (EQT)
Solicitation # N0016427SNC12
The US Navy, through NSWC Crane, is issuing a Request for Information (RFI) under announcement N00164-27-S-NC12 to identify qualified contractors capable of performing Environmental Qualification Testing (EQT) and electromagnetic compatibility (EMI) testing. The objective is to verify that the Combined All-Domain Command and Control System Afloat (CAC2S Afloat) Data Processing Assembly and Workstation Mount meet naval shipboard survival and operational requirements following a hardware technology refresh. Testing must adhere to several military standards, including MIL-DTL-901E for shipboard shock, MIL-STD-167-1A for vibration, MIL-STD-461G for electromagnetic interference, MIL-STD-810H for environmental engineering, and MIL-STD-1399 for shipboard power interfaces. Interested parties must be registered in the System for Award Management (SAM) and the Joint Certification Program (JCP) to access the full Statement of Work. The government is seeking capabilities and budgetary estimates from commercial firms, non-profits, and academic institutions, with a strong encouragement for small and disadvantaged businesses to respond. Submissions, which may include a white paper of up to five pages and company literature, are due by November 18, 2026. While this RFI is used for market research to determine if the effort should be pursued via sole source or competitive procurement, the government explicitly states that no funding is currently available and this notice does not constitute a formal solicitation or commitment to award a contract.
