AI Contract Overview
The U.S. Navy’s Naval Surface Warfare Center, Crane Division, has issued a sole-source solicitation for a five-year Basic Ordering Agreement to acquire Common Chassis Weapons Replaceable Assemblies, Shop Replaceable Assemblies, and Sub-Assemblies in support of Persistent Maritime Unmanned Aircraft Systems, Maritime Patrol and Reconnaissance Aircraft, and related Submarine Systems Program initiatives. The contract will provide repair, rework, maintenance, engineering and logistics support, test and evaluation, research and development, training, and associated travel services, all critical to sustaining specialized naval platforms managed by PMA-262, PMA-290, and PMS-435. The sole-source determination under FAR 6.302-1(a)(2) is based on insufficient technical data, prohibitive costs of re-engineering and re-certification, unacceptable delays from competitive sources, and the inability to recover these costs through competition, making Sierra Nevada Corporation the only viable provider. All offerors may submit capability statements, but the government retains full discretion on whether to pursue competition, with submissions used only to evaluate the decision not to compete. Contractors must be currently registered in the System for Award Management, and all updates to the solicitation will be posted exclusively on sam.gov. Inquiries should be directed to the designated point of contact at the Crane, Indiana office.

ITEM DESCRIPTION- Naval Surface Warfare Center, Crane Division (NSWC-CR) has a requirement to award a five-year Basic Ordering Agreement (BOA) for Common Chassis Weapons Replaceable Assemblies (WRA’s), Shop Replaceable Assemblies (SRA’s) and Sub-Assemblies. This effort is for Repair/Rework/and Maintenance, Engineering and Logistics Support, Test and Evaluation (T&E), Research & Development (R&D), Training, and Travel as required in support of Persistent Maritime Unmanned Aircraft Systems (PMUAS), PMA-262 and Maritime Patrol and Reconnaissance Aircraft (MPRA), PMA-290, PMS-435 which falls under the Submarine Systems Program and Naval Undersea Warfare Center (NUWC).
The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Sierra Nevada Corporation, 444 Salomon Circle, Sparks, NV, 89434-9651, under the authority of FAR 6.302-1(a)(2). This is being sole sourced because of lack of sufficient technical data, extensive duplication of costs to include re-engineering, re-certifications, environmental qualifications to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling agency requirement through any other source. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
Contractors must be properly registered in the System for Award Management (SAM). Offerors may obtain information on SAM registration and annual confirmation requirements by calling +1 (555) 000-0000 or via the internet at https://www.sam.gov.
