Naval Surface Warfare Center (NSWC) Crane Division intends to amend its existing Basic Ordering Agreement (BOA) with Northrop Grumman Systems Corporation, ES Defensive Systems Division, to enhance support for the AN/ALQ-218 system. This multi-year agreement, originally a five-year contract, covers a comprehensive range of services including spares, repairs, modifications, upgrades, engineering, technical, and logistics support, as well as system and subsystem integration. The AN/ALQ-218 encompasses the entire system along with individual Weapons Replaceable Assemblies (WRAs), Shop Replaceable Assemblies (SRAs), support and test equipment, and firmware. The amendment aims to increase the contract ceiling specifically to address NAVAIR’s requirements for SRA support, with all additional work carried out through specific job orders under the BOA. The contract modification will be awarded on a sole-source basis, justified by the significant government investment exceeding $200 million in the development, testing, and integration of the AN/ALQ-218 system on the EA-18G platform. Engaging a different vendor would necessitate duplicative efforts including extensive laboratory, ground, and flight testing to qualify replacement items. No public solicitation will be posted, but the agency invites capable sources to submit capability statements, proposals, or quotations for consideration. Key points of contact are provided for responding entities. The primary place of performance is at Northrop Grumman’s Linthicum Heights, Maryland facility, with contractual administration at NSWC Crane, Indiana.

This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. Naval Surface Warfare Center (NSWC) Crane Division plans to amend its Basic Ordering Agreement (BOA) N00164-12-G-WS55 with Northrop Grumman Systems Corporation, ES Defensive Systems Division, 1745A West Nursery Road, Linthicum Heights, Md. 21090. The BOA covers a five-year period for spares, repairs, modifications, upgrades, engineering support, technical support, logistical support, assemblies subassemblies, ancillary equipment, system and subsystem integration of the AN/ALQ-218. The AN/ALQ-218 System covered includes the system as a whole, the individual Weapons Replaceable Assemblies (WRAs), the Shop Replaceable Assemblies (SRAs), support equipment, test equipment and applicable system firmware. Efforts will include increasing capacity for Repair/Rework/and Maintenance, Spares and Replenishment, Engineering Support Services, Research and Development, Test and Evaluation, Redesign and Modification and Logistics Support Services as required. The amendment will increase contract ceiling to cover NAVAIR required SRA support. Additional detailed guidance will be provided as implemented by specific job orders placed under the BOA. This requirement will be negotiated on a sole-source basis in accordance with the statutory authority 10 U.S.C, 2304(c) (1) as implemented by FAR 6.302-1. The basis for restricting competition is that the U.S. Government has invested in excess of $200 million into the development, test and integration of the AN/ALQ 218 into the EA-18G platform and the majority of this cost and time would have to be duplicated since another vendor would have to repeat all laboratory, ground and flight testing through full-up EA-18G weapons systems performance flight testing to qualify substitute items. No solicitation will be posted on FedBizOpps located at http://www.fbo.gov or NECO located at https://www.neco.navy.mil/. However, responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. The POC is Mr. Scott Barnes, Code CXNN WB at telephone +1 (555) 000-0000 or email: contact@example.gov. Reference the above solicitation number when responding to this notice. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
